About Joel H. Levy
Joel is a Portfolio Manager at Nuveen, co-managing the firm’s SPDR Nuveen Exchange Traded Funds (ETFs) alongside several taxable and tax-exempt strategies and institutional portfolios. He is the lead portfolio manager for the municipal investment program of the TIAA General Account, the Nuveen 5-15 Year Laddered Tax Exempt Bond, and state-specific funds for North Carolina and Georgia.
He joined TIAA in 2011. Prior to TIAA’s acquisition of Nuveen, he led TIAA’s municipal research and portfolio management efforts. He is a former board member of the Southern Municipal Finance Society (SMFS) and currently serves as Nuveen’s representative on the Investment Company Institute’s (ICI) Municipal Advisory Board.
Joel’s career in public finance began in 2002 as a budget analyst with Albany County, New York. He later joined Deloitte as a Senior Consultant in the Corporate Audit Group where he helped develop the firm’s SAS 99 testing protocols. Following his tenure at Deloitte, Joel served as the Assistant City Treasurer for the City of Charlotte, managing the city’s municipal debt issuance program. He subsequently joined Bank of America’s Credit Product and Pricing Group, where he developed the Firm’s loss mitigation guardrails in the wake of the financial crisis. Recognized for his contributions to the field, Joel was named a Bond Buyer “Rising Star.”
He holds a B.A. and M.A. in Economics from the State University of New York at Albany, an MBA in Finance from Wake Forest University, a J.D. from the Charlotte School of Law, and an LL.M. in Securities and Financial Regulation from Georgetown University Law Center. He is licensed to practice law in North Carolina and is admitted to the Western District of North Carolina and the United States Supreme Court.
